Beta 8 requires that you have to have V5R4 of i5/OS. And also says:
If you plan to use the Java server controller - STRDOMSVR SERVER(server-name) JSC(*YES) - you must also install the following additional software:
- Crypto Access Provider 128-bit , 5722AC3
(Printed page 33, pdf page 45)

But 5722AC3 is not available for V5R4 as per
